About the project

Within the project “Bridging the Digital Divide in Serbia for the Most Vulnerable Children,” a study was conducted on free internet access and educational content zero-rating, which are becoming increasingly important aspects of modern education, providing open opportunities for learning, information, and development.

Following the research, a document titled “Free Traffic for Educational Content” was published.

The aim of this document is to initiate a broad debate on potential directions of development, challenges, and general recommendations for implementing free traffic for educational content in Serbia.

Publication

The document presents the core idea and rationale of the zero-rating approach, a review of international practices in this field, the benefits and challenges, key topics of dialogue in Serbia that need to be considered to guide educational policy and practice in this area, aiming to achieve a solution that reduces the digital divide and enables all students equal access to educational resources, specifically digital ones.

The publication was developed by the Center for Educational Technology in the Western Balkans in collaboration with UNICEF and with the support of the Bridging the Digital Divide project in Serbia for the most vulnerable children, implemented by UNICEF, the Ministry of Education, and the European Union.
